Minutes of the meeting held on Thursday 3rd September 2009 at 7.30pm
in Christ Church Gorsley

Present: Cllr. Amanda Reade (Chairman), Cllr. John Barker, Cllr. Martyn Davy, Cllr. Vivien Ferguson, Cllr. Molly Boughton and Cllr. Graham Price,

In attendance: Mrs Margaret Highton (Clerk)

Apologies for absence: Cllr. Sheila Fowler

Declaration of Interests: Cllr. Amanda Reade declared an interest in agenda item 5c) as she is County Director of CPRE.

Minutes of the meeting on 2nd July had been circulated. Cllr. John Barker proposed, Cllr. Graham Price seconded, and it was agreed unanimously that the Chairman should sign the minutes as a true and correct record.

Report from the Clerk on actions requested in the minutes dated 2nd July not covered elsewhere in the agenda:
Notice board on Kilcot Green: This has been placed into position. Thanks to Cllr. Viv Ferguson for arranging the erection of the Notice board.
Cut barbed wire at Kilcot Wood: Fountain Forestry have been advised by email as there was no response to telephone calls but there has been no acknowledgment

Financial Matters:
Ratification of payments made in the last two months: It was proposed by Cllr. Amanda Reade and seconded by Cllr. John Barker and agreed unanimously that the following payment should be ratified:

  • Lexis Nexus – Local Council Administration: £59.05
  • Craig Walker - Artwork for Notice board on Kilcot Green: £954.50
  • David Krzeptowski. – Erection of Notice board on Kilcot Green: £36.00

Accounts for payment in accordance with the budget: It was proposed by Cllr. Amanda Reade and seconded by Cllr. John Barker and agreed unanimously that the following payments be made in accordance with the budget:

  • Clerk’s Expenses: £59.47
  • Cllr. Viv Ferguson – Cutting of Keys: £7.75

Membership of CPRE: Cllr. Amanda Reade outlined what the CPRE did, that it is well regarded by County and District Councils, and that the Parish Council may need their support in the future. Cllr. Amanda Reade then left the meeting and Cllr. John Barker took the chair.
A discussion was held about Gorsley & Kilcot Parish Council joining the CPRE. Cllr. John Barker proposed that the Parish Council should join CPRE but as no seconder could be found, the motion was not put to Council.
Cllr. Amanda Reade rejoined the meeting and continued as Chairman.

B4221 and Related Matters:
Progress on lorry maps and signage on M50: Although an email had been received from Mike Obst, it was felt that no progress had been made. The Clerk was asked to approach Mike Obst to support for signs near the motorway and then write direct to Highways Agency. Action: Clerk to write to Highway Agency and continue to ask Mike Obst re progress on Lorry Maps.
Progress on Vehicle Activated Sign and other safety measures: Chris Townley had emailed to state that they had had problems with the automatic count site but hoped to be able to give a full assessment to the Parish Council in early/mid October. Action: Clerk to contact Chris Townley in October.
Response to letter sent to Highway Agency re Countdown Markers: The countdown markers have not been moved. Action: Clerk to write to Highway Agency
Report for Joint Meeting: The Clerk was asked to include the meeting with Chris Townley and letter to Highway Agency about Countdown Markers at Junction 3 of M50. Cllr. Amanda Reade, Cllr. John Barker, Cllr. Molly Boughton and Cllr. Graham Price agreed to attend the meeting. Action: Clerk to write report and send to Aston Ingham Parish Council and Linton Parish Council by September 21st.

Parish Social Event: The event was enjoyed by all attendees but was not well attended. It was decoded to discuss future events at another meeting.

Community Emergency Plan: The working group had met and a draft plan had been written but still needed some contact details. A letter needs to be sent to selected households (not elderly or vulnerable), which will be based on the Gloucestershire County Council model letter and then the information gained from responses put into the Plan. Cllr. John Barker proposed and Cllr. Graham Price seconded that the Parish Council formed the Community Response Team with the Clerk as the Co-ordinator and this was agreed unanimously.

Charter with Gloucestershire County Council and Forest of Dean District Council: Cllr. Viv Ferguson proposed, Cllr. Graham Price seconded, and it was agreed unanimously that Gorsley & Kilcot Parish Council adopted the Charter.

Training Record and Training Opportunities: The Training Record had been circulated to all councillors. Cllr. Martyn Davy proposed and Cllr. John Barker seconded and it was agreed unanimously that that the Training Record should be accepted and kept up to date by the Clerk. It was agreed that the Clerk could attend training on Budget setting and Cllr. Amanda Reade on Councillor’s Responsibility at a cost of £70.

Planning Application: Twist Knot Cottage, Kilcot Lane Kilcot- Alterations and erection of a two storey rear extension: After a discussion it was decided that the Parish Council’s response should be “No Objections”

Risk Assessment:
Footpath Clearing: A document had been emailed to all councillors. Cllr. Amanda Reade proposed, Cllr. Viv Ferguson seconded, and it was agreed unanimously that it should be accepted. Cllr. John Barker to do a contact list for volunteers and all volunteers to sign stating that they had read the Risk assessment.
Financial Risk Assessment: A document had been emailed to all councillors. Cllr. Graham Price proposed, Cllr. John Barker seconded, and it was agreed unanimously that it should be accepted.
Asset Register: A document had been emailed to all councillors. Cllr. Amanda Reade proposed, Cllr. Graham Price seconded, and it was agreed unanimously that it should be accepted after a few amendments.
Diary: A document had been emailed to all councillors. Cllr. John Barker proposed, Cllr. Martyn Davy seconded, and it was agreed unanimously that it should be accepted after a few amendments.

Planning Parish Forum: Cllr. Graham Price attended the seminar and said that there were 7 Parish Council representatives there. There was feedback from the last meeting and a discussion on Southend Lane Newent and Gypsy and Traveller’s sites in general. The change in personnel at Forest of Dean District Council was outlined including the fact that there is only one enforcement officer for the whole district.

Insurance training: Cllr. Viv Ferguson had circulated the notes with the Clerk’s comments on the up to date situation for Gorsley & Kilcot Parish Council. It was agreed to set up an Insurance Working Group of Cllr. Viv Ferguson, Cllr. Graham Price and the Clerk to discuss the points raised.

Consultation re Park & Ride at Hignam: The Parish Council completed the consultation but stated that although they support the Park and Ride in principle, the current proposed site is unsuitable for people using the B4215 and could result in excessive use of Two Mile Lane.

Gypsy and Traveller sites: A response had been received from Forest of Dean District Council about Gypsy and Traveller Sites and circulated to all councillors stating that a extra member of staff has been taken on to look for sites in the District. In addition, no 24-hour emergency contact procedure is in place. It was agreed to write to Forest of Dean District Council about the 24-hour emergency contact procedure. Action: Cllr. Amanda Reade to compose letter.

Local Leisure document: The Clerk is still awaiting some amendments, and then the Clerk and Cllr. Molly Boughton will produce the final document. Action: Clerk to liaise with Cllr. Molly Boughton when all amendments received.

Quality Parish Status: It was agreed that the Parish Council had not changed its view not to apply for Quality Parish status and to review the situation in 6 months. Action: Clerk to diarise for 6 months.

Event re Work on Kilcot Green and 10th Birthday of Parish Council: It was decided to discuss this at the next Parish Council meeting.

Parish Newsletter: It was agreed to publish a Parish Newsletter before Christmas and a sum of up to £50 could be spent publishing it. Clerk to investigate if the printing would be cheaper if newsletter presented in digital form. Action: Clerk to check with Lee Hines if she is willing to edit the Newsletter.

Councillors’ and Clerk’s submissions – for information only: Clerk reminded the Parish Council of “Make a Difference Day” on October 28th and GRCC AGM.

As there was no further business, the meeting was closed.
