Minutes of the meeting held on Thursday 8th July 2010 at 7.30pm
in Christ Church Gorsley

Present: Cllr. John Barker (Chairman), Cllr. Martyn Davy, Cllr. Sheila Fowler, Cllr. Molly Boughton and Cllr. Graham Price.

In attendance: Mrs Margaret Highton (Clerk)

Apologies for absence: Cllr. Amanda Reade and Cllr. Vivien Fergus

Declaration of Interests: There were none.

Minutes of the meeting on 5th May had been circulated. Cllr. Graham Price proposed, Cllr. Sheila Fowler seconded, and it was agreed unanimously that the Chairman should sign the minutes as a true and correct record.

Report from the Clerk on actions requested in the minutes dated 5th May not covered elsewhere in the agenda:
HGV’s on B4221: Mike Obst had responded to the clerk’s Letter about Cotswold Lorry Management Area and LTP3 saying that the consultation on LTP3 will be out soon with responses due by October so consultation will be placed on September Agenda. Cotswold Lorry Management Area is due to be evaluated in April 2011.

Work to be done on Kilcot Cross: The Clerk had received two quotes from Adrian Hope Tree Services and ACER Tree Services. The Clerk was asked to contact Ross Tree Services for a quote. Cllr. John Barker proposed and Cllr. Molly Boughton seconded that the Clerk should accept the lowest quote after receiving the Ross Tree Services quote. At present, we have spent £3179 on the Pond Project and received £3595.30 but there is an outstanding bill of £425 plus a bill for next year’s work on the pond. Brian Duffield has quoted £200 to clear and plant the wildflower meadow and we have received a quote for £120 for seeds from a company used by Mr Duffield. The Clerk received a higher quote for seeds from a different company. Cllr. Sheila Fowler proposed and Cllr. Molly Boughton seconded that Mr Duffield should be requested to do the work for £200 and seeds should be ordered for £120.

Working Group to discuss Standing Orders: As revised standing orders have been published, a working committee was needed to update the Parish Council’s standing orders. Cllr. Graham Price offered to be on this working group and the clerk was asked to ask Cllr. Viv Ferguson on her return from holiday.

Lottery Fund Application: Cllr. Viv Ferguson had suggested that the Parish Council should consider an application to the Lottery Fund re Community Wildlife. After a discussion, it was agreed that the Clerk should download the application form and look into contractors to clear and improve footpaths.

Financial Matters:
Ratification of payments made in the last two months: There had been no payments.
Accounts for payment in accordance with the budget: It was proposed by Cllr. John Barker and seconded by Cllr. Martyn Davy and agreed unanimously that the following payments be made in accordance with the budget:

  • Clerk’s Expenses: £67.75
  • Cllr. Graham Price - AGM Minutes: £28.95
  • Cllr. Sheila Fowler - Mileage: £15.20

Report from Lead Member for Finance: The report was postponed until the September meeting.
Grants received re Kilcot Green: £422.30 has been received as the final payment from Gloucestershire Environmental Trust
Internal Auditor for 2010/2011: Linton Parish Council has given Gorsley & Kilcot Parish Council the name of their Internal Auditor, who is Liz Denbigh. The Clerk was asked to write to Ms Denbigh with a letter of appointment.
Purchase of Standing Orders Part 1: After a discussion, it was decided not to purchase a copy.
Printer for the Clerk: After a discussion, Cllr. Martyn Davy proposed and Cllr. John Barker seconded that the clerk could purchase a printer for up to £100.

B4221 and Related Matters:
Progress on Lorry maps: The Lorry Map and case has been replaced in the Newent lay-by but with the wrong map. There has been no progress at Ross-on-Wye.
Progress on Vehicle Activated Sign and other safety measures: An email from Richard Gray has been circulated to all councillors, saying that he could not support a VAS but Jenny Wilks had raised the possibility of the VAS being moved from Kilcot Cross to a new position. Richard Gray is looking into this possibility. The Clerk had spoken to Chris Thompson about Mobile Speed Camera that does not now operate at Kilcot Cross and he has promised to get back to the clerk with a report on Mobile Speed Cameras in the parish. Cllr. Martyn Davy said he had seen it opposite Kilcot House. Gloucestershire County Council are looking at all speed limits on A and B roads at the moment. Action: Clerk to speak to Chris Thompson about Mobile Speed Cameras.
Response to letter sent to Highway Agency re signs on M50: A response had been received and given to each Councillor at the meeting. The Clerk was asked to write again to Highway Agency saying that considering the decrease in HGV traffic during the M40 road works the Parish Council does feel that signs would help. Action: Clerk to write to Highway Agency
Gloucestershire Highways response to letter concerning the conditions of the Parish roads: A reply from Richard Gray had been circulated to all councillors. He said that the further work to Old Lane was a Low Priority. The condition of the roundels had been checked but they were not considered to be in a bad state and needing repainting

Planning Matters:
Planning Decisions: The following application has been given permission: 1 Mill Villa, Mill Lane, Kilcot – Alterations and Extensions to dwelling. Demolition of existing conservatory and outbuildings. Modification re footpaths GGK30 and GGK40: There had been no objections so the Inspector’s decision is upheld
Kilcot Inn: A temporary stop notice has been issued due to work on the Listed Building going ahead with planning permission but Forest of Dean District Council hope that it can be sorted out without a formal stop notice being issued.

Training Opportunities: The Clerk presented the training courses from GAPTC and it was decided that the only two of interest were Clerk’s Networking (£12) for the Clerk and Chairmanship (£60) for Cllr. Sheila Fowler.

Councillors’ and Clerk’s submissions – for information only:
Richard Gray has been advised that Brockmore Lane and Sterrys lane have not been cut but the restricted byway by Cllr. Martyn Davy has been cut.
Mr Jackson has been asked to cut the hedges along the restricted byway previously RUPP 10
Councillors were reminded that resolutions were needed for GAPTC AGM and that there is a Forest of Dean District Council Parish Forum on 20th September.

As there was no further business, the meeting was closed at 8.50pm
